I would suggest you to try creating a new Notepad on your computer in Chinese language and check if the persists or not. As you are able to save new files in Chinese language, the issue could be with the files on the other computer that you are trying to transfer or the files might be corrupted.

Doesn't this mean that the file is okay? As you are able to open the file using Office, that means the file format might not be supported by notepad as it opens only.

Check the file format of the file and let us know. Sometimes the files don't get saved properly by leading to these kind of issues. However, the file is indeed txt format and I think I cannot open it due to the coding problem. I tried to open it and save it as Unicode but it does not help. It means that I can only view the txt document containing Chinese which I created myself using the new computer as I change the coding to Unicode, but not the txt files which I download from Internet or transferred from somewhere else as the files are coded using ANSI.
